


ACCORDING TO THE MARTITIME TRANSPORT ACT NO. 5, 2006, ZMA ACT, 2009, AND OTHER REGULATIONS FUNCTIONS OF DIRECTORATE OF REGISTRATION AND CREWING ARE :-
1. Generally overseeing the safety and security marine vessels in Zanzibar.
2. Responsible for registering marine vessels both in the Tanzania Zanzibar Register of ships (TZRS) and Tanzania Zanzibar International Register of Ships (TZIRS)
3. Responsible for registration and issuing licenses to the native vessels and small craft
4. Responsible for issuing licenses to boat masters and boat engineers as well as seafarers discharge books and International Seafarers identities.
5. Responsible for overseeing seafarers employment and overseeing all Institutions engaging in seafarers recruitment for work in the foreign vessel
6. To appoint safety officers who are charged with ensuring ships and passenger safety during embarking and disembar
7. Responsible for overseeing regular inspection/survey of ships and native vessel/small craft registered in Zanzibar
8. Responsible for general overseeing of all marine/sea vessel operating in Zanzibar water.
9. Responsible for Port State control of foreign ships while in Zanzibar Port
10. To issue permit for ship to ship transfer fuel in Zanzibar water
11. To issue certificate and other owner ships document/testimonials for ships, native vessel and small craft
12. To engage in resolving dispute/conflict between seafarers and ship-owners
13. To appoint expert for carrying out marine casual investigation
14. To detain unsafe ships
15. Generally overseeing all matters and affairs pertaining to marine transport as enshrined in the Maritime transport Act No.5 of 2006
